In his letter to me, Fisher says:-

"In principle I should have thought that any

"official bank of a Chinese Province ought to confine its

"activities to that Province, and it is hard to understand

"why such a bank should require more than a banking

correspondent in Hong Kong.

"wonder whether the Chinese Government ought not to be made

"aware of the proposal?" As Rogers is normally in

Hong Kong, might you not suggest that this should be

mentioned to him there?

I am sending a copy of this to Fisher, and enclose

a spare in case you want one to send to the Foreign Office.
